Charles Edward Miller was born in Liverpool to William Charles Miller and Lucy Swainson. He married Annie Marie Bayley, daughter of Hamlet Bayley and Esther Ashcroft of Wolverhampton, Staffordshire, England. In the early 1880s they homesteaded in Birtle, Manitoba, Canada. They also lived in Pittsburgh, Pennsylvania, England, and Cheyenne, Wyoming, eventually settling in Missoula, Montana. Annie died in Denver, Colorado, while visiting her daughter. Charles died the following year in Missoula, Montana.
